Abstract

Abstract This is a comparative study of social welfare systems in the USA and the USSR from within the analytical framework of normative and structural dimensions. The normative deals with the values, norms and belief systems embedded in social welfare policy formulation. The structural deals with the functional requisites necessary for the maintenance, preservation and development of welfare. This study discerns similar trends and patterns evolving in social welfare despite ideological differences. A major factor is the role individual perceptions, expectations and idealisations play in realising expected social welfare policy outcomes in both systems.
