Abstract Intercomparison of the dwarf irregular galaxies IC 1613 and the Small Magellanic Cloud shows that active regions of star formation in the SMC produce many more star clusters than do comparable regions in IC 1613. It is suggested that strong shocks might favor the formation of massive clusters.
