Abstract

Firstly, select the main participants of the “whole county PV” project, using UCINET software to fit the social network relationship among stakeholders, identify the constructed relationship matrix, and identify the core stakeholders of the whole project. Therefore, strengthen the contract management between the government and development enterprises and other project stakeholders, broaden the information communication channels between the project stakeholders, and improve the communication efficiency.
