Abstract

The Province of Alberta, Canada, has created, or is contemplating creating, offset and credit system for greenhouse gases, for wetlands, and for other ecosystem components. In addition, several actual or potential federal (Canadian) environmental offset and credit systems might apply within the province. This paper examines the issue of whether and how credits in each of these systems ought to apply in combination with one another when derived from activities in a single location. It reviews several considerations which have been recommended in the academic literature and briefly examines policy approaches in Canada, the U.S., and Australia.
