Abstract

For two centuries, torture has been illegal in Sri Lanka, a position reiterated in Article 11 of the country's 1978 Constitution and confirmed in the 1994 Torture Act. Other human rights violations such as arbitrary killings are also prohibited under Sri Lankan law. However, for more than 10 years, Sri Lanka has experienced widespread human rights violations, including the continuing use of torture by both the Sri Lankan Government forces and the armed opposition group, the Liberation Tigers of Tamil Eelam (LTTE), which is seeking an independent Tamil homeland in the north and east of Sri Lanka.
