Abstract

To save both time and money, Spokane County, Washington, used the design‐build‐operate (DBO) approach to build a new wastewater treatment plant that will protect the area's water supply through an aggressive sewering plan. The new plant is a key element in the county's plan to provide sewer service to a large urban area currently served by septic tanks. Removing the septic tanks from service will help protect the quality of the region's water supply, which is groundwater from a sole source aquifer.
