Speculations on necessary conditions of policies of mobility to enhance the social good

Abstract

In this study, public policies related to personal mobility was called as mobility policy and it was speculated what the conditions are necessary for just mobility policy based on classical political philosophy. Through the speculations, the following thesis was derived. First, government should contributes to increase of social goodness; second for the increase, second, mobility policy sometimes should decrease the quality of mobility; third, mobility policy should contributes of social well-being; and forth, mobility policy should implement both mobility design to develop preferable transportation system and mobility management to change people's attitudes and behavior modifications.
