Abstract

No rule, not even the best, serves its purpose if it is not complied with just because it is not known. In Europe, and in Gennany in particular, this has been accepted wisdom for 12 years. With respect to the greater risk emanating from tank-vehicles, and in the aftennath of a tank-vehicle accident due to the driver's error in Spain 1987 (Los Alfaques) that killed more than 200 persons, tank-vehicle drivers have had to undergo special training since midyear 1991. Training is organised in a modular system, which means that the driver can customise his dangerous goods training programme by combining several modules. The contents of the training programme, its organisation and supervision as well as the means for checking the successful completion of the programme are shown.
