Abstract

ABSTRACT The general education system in Japan is described to promote understanding of the position held by special education within the total educational system. With regard to special education reform, historical developments following the Second World War are described in terms of legislation, administration and policy issues. Based on these descriptions, the most critical special education issues in Japan are defined and historical developments in special education reform leading to the present situation are illustrated.
