Abstract

In Thailand, the first institution for the disabled was established in 1938, when a school for the Blind was opened in Bangkok by the Foundation for the Blind in Thailand, under the initiative of a blind American lady, Miss Genevieve Caulfield. The government sector followed suit by establishing an experimental unit for the deaf at a municipal school in Bangkok in 1957. The following year, the first school for the deaf in the country was established. The Special Education Division was created in 1952 in the Department of Elementary and Adult Education of the Ministry of Education. The Division has since acted as the coordinating centre of special education for disadvantaged handicapped children.
