Abstract
Offering selective discounts to customers with competitive options employs price discrimination to benefit the utility and special contracts customers, but harms remaining ratepayers and society as a whole. The use of short-run marginal costs as a floor for special contracts rates also creates a problem by enabling the utility to engage in predatory pricing to prevent the development of competitive alternatives.
