Abstract

Some factors contributing to inadequate services provision in Primorskiy Kray are assessed—in particular, the effects of situational and site factors on the character of settlement. Intra-regional disparities in levels of services provision then are analyzed for particular consumer services, with services provision in remote mountain and small coastal villages approaching only half the level in larger cities such as Vladivostok and Nakhodka. Recommendations for improving the situation include increasing the role of private enterprise, experimentation with non-traditional (i.e., mobile) forms of services delivery, and more careful delineation of service area boundaries for existing and planned enterprises (translated by H.
