Abstract

The primary goal of the research on data dissemination in this chapter is to extend the debate on current information dissemination practices by highlighting the various incentives and impediments promoting the use of government information for the maximum benefit of society. National mapping agencies, statistical agencies and other large government suppliers of geographic information are key players in the development of a national spatial data infrastructure. Commercial data vendors compliment and enhance existing national dissemination activities by acting as an important information-transfer conduit. Some activities of private sector value-added reseller activities, however, can raise significant concerns regarding personal information privacy, or data protection. This growing privacy issue needs to be considered more carefully as part of an overall national information policy strategy. It is important to recognise that the suite of legal and policy factors which shape the development of national information policy are not static. They are a reflection of contemporary political, social economic and technological factors.
