Abstract

This paper selected “2+26” cities in Beijing-Tianjin-Hebei and surrounding areas, consistent with China’s policy scope, as research objects from 2006 to 2015. Global spatial correlation index and local Morans’I scatter chart are applied to test spatial autocorrelation of energy consumption and air pollution. Results showed that energy consumption and air pollution in the region presented spatial autocorrelation. The high-pollution concentrated area gradually shrank which were mainly distributed in Tangshan and Tianjin, the low-pollution concentrated area was further enlarged and had a band-like distribution. Based on the findings, we should strengthen urban linkages in energy management, talent management and environmental management, and promote coordinated development among cities. Besides, air pollution prevention and control should take the pollution transmission between cities into account, high-pollution concentrated areas like Tianjin and Tangshan are key cities. Moreover, it is vital to conduct the interest coordination and compensation mechanism for cross regional air pollution and implement the joint regional air pollution control.
