Some Understanding and Thinking on the Promotion of Basic Public Transport Services

Abstract

With the background of the 18th National Congress of the Communist Party of and China Dream, more concerns are focused on people's livelihood. The necessity of developing a basic public service system dominated by government is widely accepted. Combining the comprehension of the basic public service with the understanding of transport essential attributes, this paper points out that the basic public service necessarily contains the traffic field. Providing basic public transport services is government's duty - specifically, the transportation administrative department's duty. Some understanding is formed in the paper about promoting the equalization of basic public transport services, and some thoughts are proposed about building a basic public transport service system. The fundamental principle, key tasks, basic standards and supportability engineering of advancing the equalization of basic public transport services are discussed. At the end, this paper emphasizes the necessity of making plans for a basic public transport service system.
