Abstract

The Communist Party and the Soviet government have always considered the constant improvement in the well-being and culture of the Soviet people to be a most important task in developing the socialist economy. V. I. Lenin wrote that the proletarian revolution makes it possible to introduce the "planned organization of the social production process so as to ensure the well-being and full development of all members of society."(1)
