Abstract

A REVIEW OF PREVIOUS STUDIES of the potential costs and benefits of cable television and the wired city indicates that the array of such potential benefits and costs is extensive and produced by complex economic circumstances and hence-at this stage of our knowledge, at least-not easily predictable. On this account I am persuaded that a cautionary and experimental approach to these aspects of cable television development is the best way to safeguard the interest of the general public.
