Abstract

The present paper has grown out of a research project on the measurement of delinquency,l which has been an effort to establish a valid index of delinquent acts committed by juveniles as recorded by the police. Because delinquency statistics derived from police sources are based not upon all juvenile offenses that actually occur but upon those offenses resulting in the apprehension of suspects of juvenile court age, a question may arise about the usefulness of rates based upon that sample for index purposes. Changes in juvenile offense rates from one time to another may be a function of the number of uncleared juvenile offenses. But this number is unknown. Various assumptions can be made and in certain cases tested.
