Abstract

and the efforts of Congress to achieve a major reform of the welfare system are now nearly four years old. A welfare reform measure, H.R. 1, passed the House of Representatives in June 1971,1 the second time that body has passed such a measure. Since then, the bill has been before the Senate Finance Committee, which contributed substantially to the death of the 1970 version passed by the House. The Committee has held extensive hearings on the bill and has had even more extensive executive sessions.
