Abstract

The article discusses the issues of the implementation of China’s penal enforcement policy at the present stage of development, including the characteristics of the execution of certain types of criminal penalties; it also analyzes main legal changes to the means and methods of correction of convicts in the penitentiary system of the People’s Republic of China. The study compared Russian and Chinese punishment systems to identify positive experiences and potential application of certain effective tools to influence convicts in the domestic penal enforcement sphere. We also explored opportunities to achieve the goals of punishment, reduce latency and recidivism of crimes, to improve the process of resocialization of convicts and formation of a tolerant attitude to criminal manifestations in modern society. The study looked at prevention of social anomie and destabilization of institutions that implement penal policy as an integral part of the general state policy in the complex criminological realities of modern society.
