Abstract

This article is focused on researching of the problem of current inefficient part of Legislation of Ukraine concerning usage of conscripted citizens of Ukraine to form and reinforce Armed Forces of Ukraine and other military and police formations. This paper also suggests possible ways of optimizing conscription commissions and military medical commissions in light of changes, which occurred along with administrative reforms in Ukraine. This article suggests a way of creation and work of regional conscription commissions and military medical commissions of regional (town administrations) territorial centers of unit forming and social support, which are viewed by the author of this work as a more effective alternative in the current administrative-territorial system. This work suggested an order of work for mentioned conscription commissions, their responsibilities, as well as an algorithm of postponing, or releasing from military conscription. It is also highly suggested to revamp organization of medical commissions. This scientific piece also reviews certain Legislation collisions and logical mistakes, which formed in turn with changes of certain Acts of Ukraine Legislation concerning modernization of military service and questions of social protection of citizens of Ukraine, who enrolled into the military via conscription during the emergency period. This article formulates a proposal concerning certain changes in Acts of Legislation to negate or remove mentioned collisions. In general, required and effective changes were made in Legislation, especially in procedure of conscription of Citizens of Ukraine into military service, but mentioned changes were made in a state of emergency and with a limited timeframe to implement, which obviously caused a number of logical mistakes and controversial points in mentioned Legislation Acts, which could lead to further Legislation collisions and negatively impact the quality of Ukrainian Armed Forces and other military and police formations.
