Abstract

The bases for the Prevention of Significant Deterioration (PSD) are the protection of visibility in scenic areas, the protection of jobs in current industrial areas, and land-use planning to prevent industrial development in some regions. As currently stuctured, the law accomplishes these results by moving pollution from rural, low population density areas to densely populated, more polluted areas with the results that the average pollution exposure of the human populace is increased. Suggestions are made for alternative PSD schemes which would protect visibility where it is important (but not everywhere) and provide some job protection and still allow us to move pollution away from people instead of moving it to them as the present law does. 18 references.
