Abstract
Shirley Weber, MSW, is a doctoral student at the Graduate School of Social Work, Rutgers University, New Brunswick, New Jersey. This article is based on a paper delivered at the American Public Welfare Association, Northeast Regional Conference, September 6, 1972, in San Juan, Puerto Rico.
