Abstract

Annotation. The article examines the categories of "social protection" and "social work". It is established that the system of social services is based on the legal framework and in order to improve its quality in the near future the latter needs to be reformed and improved. It is determined that in addition to the imperfection of the legal framework for the organization of social work, its quality deteriorates by such factors as: limited material and financial resources of social organizations, services, institutions, including lack of funds in local governments; incoordination of actions of social services of different directions; lack of highly qualified social work specialists; low social status and salaries of social workers; weak development of the third sector of social work. The legal framework on the rights of IDPs has been analyzed and it has been established that the latter are under the legal protection of the Ukrainian government and retain all rights and protection under international human rights law. Research has shown that social work with IDPs contains natural-anthropological, spiritual-cultural and agent-professional components through which the adaptation and acculturation of migrants is carried out. It has been established that the functions of social work with IDPs provide ongoing support, increase status, improve the situation of migrants and affect the environment into which they integrate. Adaptation of IDPs depends entirely on their employment and its low level has negative socio-economic consequences for Ukraine as a whole and for society in particular. The article considers the main cause-and-effect relationships of this problem. The state of employment of IDPs in Ukraine and Kirovohrad region is analyzed and directions for improving the quality of social work with IDPs in the region are proposed.
