Introduction

Brazil took the opposite direction during re-democratization, and the country’s 1988 Federal Constitution adopted a comprehensive definition of social security, encompassing health, social security, and social assistance policies. Cad. Saúde Pública 2019; 35(5):e00045219 allowed the creation of a fund with tripartite financing between employees, employers, and government, which would later constitute the country’s Social Security Service.
