Abstract
In China, the concept of social quality is yet generally recognized by the academic circle or even known to the public. It has different contexts in China and Europe. The emergence of social quality theory and the transformation of European social model undoubtedly affect the ongoing social welfare construction in China. From the perspective of social quality theory, there are four key topics about China’s welfare reform: economic development is the major route to improve social quality, political democracy is an important symbol of social quality, cultivation of civil society is a crucial means to improve social quality, and equality of opportunity is indispensable for achieving social quality.
