Abstract
The 1977 Constitution of the USSR has enriched the theory of socialist popular sovereignty. The formulation All power in the USSR belongs to the provides a concentrated expression of the essence of popular sovereignty in the society of developed socialism. Six decades of the building of socialism, L. I. Brezhnev has said, the most vivid demonstration of what working people are capable of when they have taken the political direction of society into their hands and accepted responsibility for their country's destiny. These decades have shown that there was, and is, no road to socialism other than through the power of the working people and a government of a socialist character.
