Abstract

Allan Brawley is Professor of Social Work at The Pennsylvania State University where he teaches social policy and social work with the ageing. He has a doctorate in social work from the University of Pennsylvania and is the author of numerous publications, including The New Human Service Worker (Praeger, 1975), Mass Media and Human Services (Sage, 1983) and, with Ruben Schindler, Social Care at the Front Line (Tavistock, 1987). Emilia Martinez-Brawley, who is also a Professor of Social Work at the same university, teaches community organization, rural social work and minority group relations. She has a masters degree in social work from Bryn Mawr College and a doctorate in education from Temple University. Her publications (numbering over fifty) include Pioneer Efforts in Rural Social Welfare (Penn State Press, 1980), Seven Decades of Rural Social Work (Praeger, 1981) and Rural Social and Community Work in Britain and the U.S. (Praeger, 1982). This is a revised version of a paper prepared for an International Expert Group Meeting on Evaluation of Social Services organized by the European Centre for Social Welfare Training and Research, Vienna, Austria, and hosted by the Escola Universitaria de Treball Social de Barcelona and the Diputacio de Girona in Calella de Palafrugell, Spain, May 1987.
