Abstract

The article discusses the basic elements of social infrastructure: the educational system and the system of cultural consumption and production. Disproportions in the infrastructural density among subjects of the Russian Federation of Siberian Federal District are shown. The idea of formation of four “educational zones” in a macroregion, where it is possible to form educational clusters that will specialize according to the structure of professional education in its regions, is presented. An analysis of the development strategies of cultural infrastructure is performed. The development of markets of goods and services in the area of education and culture is analyzed, and it is shown that non-market development tools do not allow one to determine the level of satisfaction of consumers with the quality of services. The objective conditions that determine the social development of Siberia are presented, for example, the nature of social stratification and the conditions of institutionalization of civil society. The subjective conditions of social changes are shown, such as the nature of social health and mood. The problem of social involvement, which means the inclusion of people in the process of management of social and state affairs and discussion and development of political, socioeconomic, and cultural programs and projects, is raised. It is proven that the role of public institutes in the development of society has been increasing recently. Based on the features of the main directions of social development, a typology of Siberian regions is proposed.
