Abstract

Most economists and managers are in favor of strengthening the role of economic incentives. There are, however, also opinions to the contrary: economic incentives are not always effective and sometimes lead to results other than those desired. Rewards are paid out because the indicators on which they depend are entirely favorable but the end results are low. What is more, there are frequent claims for special pay for the performance of regular duties. Thrift is encouraged, but there are many cases of mismanagement, the uneconomical expenditure of physical assets, outright theft, and the use of state resources and official position for personal interests (open any central newspaper).
