Abstract
The legal services backup centers focus on special areas of legal interest, such as housing, education, and consumerism. The housing law center has worked to reform laws governing housing and to see that urban renewal programs do not displace urban low-cost housing. The strategic orientation of these legal backup centers offers consumers important benefits.
