Is there some sort of political order ... more or less independent of the identification of citizens and electors with those non-political groups to which we have an index in their characteristics? ... If there is no political community, if citizens, or many of them, have no political role more or less autonomous from their other roles, a good many centuries of political speculation . . have been beside the point .... There may well be, for part of the electorate at least, roles, identifications, and preferences of a purely political nature with quite as much reality as his social characteristics. 1
