Abstract
Although many studies have been conducted in India on flow and modern lift irrigation projects, studies taken up on well irrigation are only a few in number. A study on well irrigation programme with high labour intensive indigenous nanual lift technology is likely to provide interesting information both from the point of view of commercial profitability and social welfare. Besides, it will be of inte rest to examine, through empirical investigation, the view leld by some that the benefits from government expenditure in such irrigation programmes do not substantially percolate lown to the target groups like small and marginal farmers.
