Abstract

The article is devoted to the problem of social and legal protection of orphans and children deprived of parental care. The essence of the basic concepts of the researched problem is defined. Carried out an analysis of current legislation governing the social and legal protection of children. It was found that the main principles of state policy on social protection of orphans and children deprived of parental care are the upbringing and maintenance of children on the principle of the family upbringing. Peculiarities of formation and development of the family upbringing forms, namely: foster families and family-type orphanages in Uman district of Cherkasy region are traced.The first foster family was established in 2006. The increase in the number of innovative forms of the family upbringing of orphaned children was facilitated by the implementation of the Family for a Child program, initiated by the partners of the American company Holt International. The program trained candidates who expressed a desire to adopt a child deprived of parental care. Persons who have successfully completed the training have prepared a package of necessary documents, created foster families and family-type orphanages in Uman district. It was found that one of the areas of social and legal protection is the implementation of social support for foster families and family-type orphanages. Special attention is paid to the issue of providing social housing and creating a small group house.
