Abstract

According to annex 19 Safety management of International Civil Aviation Organization (ICAO) and the regulations of China civil aviation, certified operators, aerodromes, ATS providers, maintenance organizations, and other service providers shall establish a safety management system (SMS) which bases on risk management and aims at accident prevention. Although the service providers have established SMS in accordance with the regulations since 2007 in China, the performance of SMS has not been fully realized. CAAC decided to start the SMS performance evaluation in 2010 to improve the SMS performance of all the service providers. This paper focuses on the basis and principle of SMS performance evaluation, the framework of the checklist and the evaluation method. It will also show the case of SMS performance evaluation and the improvements in service providers' safety management after the evaluation.
