Abstract

Abstract Skills 2000 was a report published in 1989 by the Trades Union Congress (TUC) of the United Kingdom (UK). It was another contribution to the debate about the relative decline of the industrial base of the UK, yet taking the perspective of the trade unions rather than employers. After a description of the current situation from the document, the paper reports on the outcomes of semistructured interviews with a number of interested individuals in the Yorkshire and Humberside region of England. A convergence of views is identified between trade unionists, employers and training personnel, though this does not mean that there was a coincidence of views as to the solutions that should be implemented.
