Abstract

The Mahbub-ul-Haq Human Development Center, Islamabad, presented the Human Development Report for 2003. The report opined that the skills demanded by globalization were lacking in the workforce in South Asia, thus exacerbating unemployment. Ironically, educated unemployment has increased simultaneously with increase in literacy levels. What are the skill shortages which prevent the educated from getting employment? How can we improve the capability of people to earn a living? This paper tries to examine these issues in the context of India.
