This study is based on international and domestic typical cases, analyzed the advantages and disadvantages of Zhoushan's Marine strategic emerging industries in China, determining the selection criteria, direction and methods of Zhoushan's Marine strategic emerging industries and constructing the hierarchical cultivation system of strategic emerging industries. There are two generalizations: Firstly, “borrowing power”, that is, selecting from traditional industries, which has good economic and technological benefits, then drive a approve the direction of existing industries to cultivate and develop marine strategic emerging industries (the Rotterdam port model). Secondly, “Cultivate new industries”, that is, choose to bring in stable and promising market demand industries, and develop marine strategic emerging industries with external forces (Singapore port model).
