Abstract

Background: The right to social security is one of the rights of citizens, as well in elderly also have the same rights with other residents. Elderly people who are left without social security, for example, without any health insurance is vulnerable to the burden of society. Purpose of this paper was to conduct a situation analysis of elderly people in Indonesia and to know the efforts to improve social welfare. Methods: This paper used a study literature from various source related to elderly people, and policy about they social welfare in Indonesia Results: Based on studies from various sources it is known that elderly population in Indonesia has increased significantly during the last 30 years, in 2014 as much as 20.7 million people (about 8.2%). The elderly morbidity rate is 25.05%. There are four diseases that are closely related to the aging process, namely: disorders of blood circulation, hormonal metabolism disorders, joint disorders, and various kinds of neoplasms. Most elderly (61.7%) still play the role of head of household. This role is considered the most severe because as a person who is responsible for the fulfillment of daily needs in the household. Efforts to improve social welfare for elderly held by the Government include: social protection, social assistance, social welfare maintenance, and empowerment. Conclusions: The efforts of social security for the elderly are still limited because the focus is only on neglected elderly, and is considered not optimal to handle all the problems of the elderly people's welfare in Indonesia. Recommendations for Government to consistently implement efforts to improve social welfare for the elderly, thereby supporting healthy aging and active aging.
