Abstract

1. Britain's need to cooperate with China over Hong Kong is imposed by the fact of the lease, which covers 92 percent of the territory and has less than four years to run, by the great disparity of power between Britain and China over this issue, and by our duty to establish the best possible conditions for Hong Kong's future.
