Abstract

EnglishPolice Unions: contribution to a new system for representativeness assessment. With the democratic transition that began in Portugal in 1974 the police, too, sought to organize into unions. But this aspiration was achieved only at the beginning of the 21st century, when the path to union proliferation was opened, with 19 organizations having been reached in 2019. This article shows that the instrumentalization of the legal form by the police led to the distortion of the nature of union action. Based on interviews and document analysis, we conclude that the assessment system of union representativeness requires objective and predictable criteria to have minimum (not sufficient) conditions for social dialog. portuguesSindicatos da Policia: contributo para um novo sistema de afericao da representatividade. Mas esta aspiracao so foi alcancada no inicio do seculo xxi, quando se abriu caminho a proliferacao sindical, tendo-se atingido as 19 organizacoes em 2019. Este artigo mostra que a instrumentalizacao da forma legal pelos policias levou ao desvirtuamento da natureza da acao sindical. Com base em entrevistas e na analise documental, conclui-se que o sistema de afericao de representatividade sindical deve implicar criterios objetivos e previsiveis para que haja condicoes minimas (nao suficientes) para o dialogo social.
