Abstract

The aim of this paper is to analyse the impact of the Sicilian electoral reforms that introduced, in the Nineties, the election of mayor. In particular, the paper examines the effects of the reforms on the instability and fragmentation of the municipal councils and local party sistems in the Sicilian city councils (comuni) with more than 20,000 inhabitants. Moreover, it also examines the inter-party mobility of the municipal councillors – but only in the nine main towns of district (provincia). Last, the analysis of the change in Sicilian local politics must consider two strategic factors. The first one, takes into account deep factors as the historical and cultural features of the Sicilian political system. The second one, instead, takes into account the transformations of the post-modern politics and their interaction with more structural features.
