We discuss the validity of the Siegert form of the electric dipole operator and modifications to it, with particular emphasis on those derived from mesonic-exchange contributions to the nuclear charge density. We evaluate the forward angle cross section and the enhancement to the classical sum rule for E1 photo-absorption by 2H. This latter shows surprisingly strong model dependence.
