Abstract

The report contains the results of the NRC Staff`s evaluation of shutdown and low-power operations at US commercial nuclear power plants. The report describes studies conducted by the staff in the following areas: Operating experience related to shutdown and low-power operations, probabilistic risk assessment of shutdown and low-power conditions and utility programs for planning and conducting activities during periods the plant is shut down. The report also documents evaluations of a number of technical issues regarding shutdown and low-power operations performed by the staff, including the principal findings and conclusions. Potential new regulatory requirements are discussed, as well as potential changes in NRC programs. A draft report was issued for comment in February 1992. This report is the final version and includes the responses to the comments along with the staff regulatory analysis of potential new requirements.
