Abstract

On November 19, 1994, Fang Min, secretary of the [Communist] Party Committee at the Xinjiang No. 3 Construction Company—a top-of-the-line building enterprise in the Xinjiang Autonomous Region—who had been nominated by the Party Committee of the autonomous region for training as a member of the Third Echelon 1, formally submitted her resignation to the head company of the autonomous region's construction companies. On the same day, she signed an agreement with the Xinjiang Guanghui Group of Enterprises to go and work as the Group's deputy general manager and to concurrently take charge of Party affairs. The head company's leadership tried repeatedly to persuade her to stay, but Fang Min said: I want to explore a new path for Party work in private enterprises.
