Abstract

We show that in Elliott's SU(3) limit $^{20}\mathrm{Ne}$ has a ${1}^{+}$ T=1 state identifiable as a scissors mode. We also show that this state is the leading component of the ${1}^{+}$ T=1 level experimentally seen at 11.26 MeV.
