Abstract

The concept of teacher quality assistance programs emerged in the early 1970s. The deans of education in the Pennsylvania State System of Higher Education have collaborated to magnify the positive results of such a program by designing a statewide version that will affirm and assist graduates of all Pennsylvania state system universities. For the proposed program, the deans examined qualifying conditions and remedial interventions, planning a highly replicable pilot program for implementation that could potentially benefit other state systems.
