Abstract

urban transport is one of the most outstanding problems facing urban development in the world. On the one hand, with accelerated urbanization and mobilization processes, the issue of traffic congestion in urban areas is becoming increasingly prominent. On the other hand, with the continuous growth of vehicle stock, as well as the aggravation of traffic congestion, GHG emissions in urban transport sector keep increasing. To effectively tackle the problems of emission reduction and traffic congestion is the most important and difficult task in urban transport sector, and is the requirement for addressing climate change and improving the people's livelihood during China's twelfth five-year-plan period. Drawing on extensively the international experience as well as relevant policies concerning urban transport development and carbon market formulation during China's twelfth five-year-plan period, this research work puts forward policy recommendations for easing traffic congestion and reducing GHG emissions in China's urban transport sector from the perspective of establishing comprehensive transport planning, developing public transport, utilizing clean fuel and implementing gradually the emission trading system.
