Abstract

Though he would modestly deny it, ffacques Bieber is one of the most experienced persons in Europe in the practical matters of setting up a satellite education network. He has not merely theorised about the type of infrastructure needed for such systems, he has been personally involved in the time-consuming and firustrating task of negotiating with many organisations across Europe in order to set up thefirst cross-border educational satellite system in the continent. He relates here some of those experiences in the context of Distance Education issues. acques is an engineer, having graduated at the Universite Libre de Bruxelles, and has worked for EuroPACE firom the IBM International Education Centre in Belgium.
