Abstract
To date, 40 states have mandated minimum competency testing programs for students, and more than 30 have mandated com petency tests for teachers, administrators, and/or other educa tional personnel. This writer reviews a dozen basic questions about passing scores on these various tests, considering what is actually being done versus what should be done with reference to testing practices.
